Agreed, Quantum Break actually Scored pretty average but it didn't fall below like other games. It's the fact that QB was hyped to be a block buster exclusive, which it's not exclusive it's on PC as well. The adoption rate and reception of Quantum Break is also nowhere near as controversial to No man's Sky or Mass Effect Andromeda which were considered broken games and requested refunds on platforms like steam.
