Using the term exclusive is pointless since all games will be on PC/Xbox anyway, it's the same with PlayStation as well.
Did you actually read the article? They're talking about open world games like Forza Horizon, The Crew, etc. Not circuit racers; otherwise, they'd mention Gran Turismo.

Sony launched the game globally, and it was purchased by people on Steam. Sony mandated linking the game to a PSN account months later, then proceeded to delist the game from over 100 countries, thereby revoking gamers' access. Next Level Scam.
At least Microsoft doesn't revoke access to games you've already bought. Consider a scenario where Helldivers 2 is released globally on Steam, then it mandates a PSN account and removes the game from 177 countries, thereby blocking your ability to play. Such a tactic could easily be seen as a scheme for making quick money. If an individual were to do this, they would likely face numerous lawsuits from all directions.
You can purchase Helldivers 2 from all over the globe, but you can only play it if you're in one of Sony's 69 approved countries.

It's not really review bombing, is it, though? Sony has now delisted Helldivers 2 from being purchased on Steam in 177 countries. It also seems that at least some people in those countries who have already purchased the game can no longer play it.
