Isn't the Xbox Ally a custom version of Windows? The comparison is pointless if any other company could create a similar device with a custom version of Windows. At least I could use different store clients on Xbox Ally instead of being stuck with one client.

There's no exclusive clause. Microsoft advertises Game Pass; when being on Game Pass, you can sell the game on other platforms as well.

Because Microsoft doesn't have a monopoly, I can purchase Call of Duty at a huge discount from CDKeys or other gaming retailers. The only way to purchase digital PlayStation games is through the PlayStation Store.
