Not even close. Outlaws may have been stale in terms of gameplay for some people, but Mindseye was straight up unplayable on release. Haven't followed it to know if the updates so far have done anything, but it was worse than 2077 on PS4.

The budget for Expedition 33 wasn't even 30 million, so I imagine Sandfall was pretty happy with it. Fair to say without GP it likely wouldn't have blown up nearly as much either.
I think it's all PS fans have left at this point. Console wars were always a competition for fourth place behind Nintendo, PC and mobile. If Xbox evaporates into a hybrid virtual platform, then PS will be perennially left in last place.

They're definitely fringe indie. I mean literally they're an independent company, but a team of Ubisoft devs getting funded by Microsoft/Epic is different than a single dude making Stardew. Game seems to be fantastic though and I doubt they'll struggle to get AAA funding for whatever they do next.
