Nothing wrong in promoting console capabilities. They are not stupid to promote true 4k if box is not capable of true 4k...6tf can achieve true 4k with some tweaks @ 30fps...My 1070 is around 6TF only and it can do true 4k @ 30fps.
MS is testing games on Scorpio for over 2-3 years and Shannon loft said all first party games will be true 4k on our machine but they can't promise same for 3rd party as devs will decide what's best for them.

Only Mantis Burn Racing and last gen TLOU runs at native 4K with fluctuating frame-rate with options to reduce resolution to get 60fps..Rest all Pro games are either 1440p or 1800p with upscaling..Checkerboard 4k is not true 4k..It's multiple 1080p frames upscaled to 4k..It's elegant solution but not true 4k - 3840 X 2160p

If i know correctly then Sony actually said no to Sunset as Insomniac was not interested in giving IP rights to them whereas MS agreed to fund it .
No publisher will fund it as first game was major commercial failure.. Insominiac themselves figure out how publish Sunset 2.
