MS made devkit very user friendly with very easy and simple tools...Plus it uses Windows, so porting from PC is even easier...
PS4 dev kits are not as user friendly plus OS is different...So, requires more effort from 3rd party...

Alienate how? Gears 4 on PC is already runs at uncapped frame-rate and it supports crossplay coo-op and versus...I have played with PC users and experienced no issues whatsover. I have destroyed lot of pc users with controller with ease in Gears 4 .. Same goes for Horizon 3..

Xbox is also popular in Singapore, Malyasia,China and Australia...Though overall console sales are low in China but both PS and Xbox are almost neck to neck there..I myself visited these countries and saw stores full of Xbox games
