I think it's the concept of banking on a proven winner, over making a new title. Like it's certainly easier to redo everything that made game A a winner, than try to recapture the same experience for game B.
While I don't like the US vs EU talk / paranoia, I think this is a rather depressing offering.
Not only did they already give us the PS3 version of PvZ, the iOS version (iPhone / iPad) is this weeks free app of the week (ends on Wednesday / Thursday, not really consistent). So not only are we getting a dupe of an old game plenty of people already have, anyone with an iPhone / iPad (which is a HUGE user base) can score the games for free without even paying a subscription ...
Not only that, the press / community will constantly bring it up, like we see with Capcom.
Every preview will have a note saying "it looks good, but after Aliens I would only take it with a grain of salt."
Every demo "fantastic game, but Aliens also had a good demo that was completely different."
etc.
Most (if not all) phones in the past 4 years can play games on some level.
A good percent / most people own a smart phone.
You can get a phone that can play games for free with contract.
Mobile games have plenty of titles in the free to .99 range.

My one friend is constantly buying things on the PSN and he got one.

Another friend spent 400+ last year on PSN games and received one.

The problem is subjectivity, play style and what you're looking for from the title. Since it was a recent "hot button" topic, lets look at Rising.
If you skip the codecs, every cutscene, know exactly what to do, rush through every scene and do everything in your power to beat the game quickly... then you can easily beat it in 1 hour. Now $60 dollars for a 1 hour game sounds absurd, but you skipped so much that the value is practically lost on you...

While the back slash move works as a "dodge", it doesn't function like a traditional H&S dodge, nor do enemies attack in a way that allows for a dodge to work effectively.

The lack of dodge sucks at first, but you do have other options. Probably the best "unknown" aspect to Rising are the "quick wins". Like if you parry a charging Gekko, then you can instantly perform the finisher on it. A lot of enemies have moves you can parry, which will give you the opportunity to instantly kill it.
While I can understand having a different opinion and even disliking a game, this is a desperate attempt to troll for hits. Down voted / disliked.

The point is moot, since both regions had the game at some point. It suddenly doesn't go from a plus in Europe (because it was newer) to a negative a month later (worth less than something they got).

Contrary to popular belief, a perfect score doesn't automatically mean the game is perfect, it just means the flaws are so few / minor that they can be overlooked. While I don't agree with the score (way too many people agree it's average for me to believe otherwise), it probably got "fluff" points for catering to a group that is constantly losing games and on the verge of death.
