Yes, I watched the whole presentation and they specifically mentioned the cpu gains for the pc. At no point did they say the xbox 1 would also get the same increase, but they did state there would be benefits across the windows family.
as christocolus said, many industry people have been barking about dx12 but MS have yet to clarify any specific gains to the xbox platform.
I'm only trying to keep the facts in check and avoid unn...

This just proves that watchdogs isn't really a dedicated next gen title. Making a game on a hope and a prayer, not even knowing final specs or architecture but still guesstimating what they might be creates safe bets and no pushing of unique hardware.
Games that have started development since the launch of the new consoles can be considered 'next gen titles'. This is a bridging game that will be good but not a benchmark of what can be achieved. Maybe watchdogs 2. ...

As mentioned, the dx12 stuff was for developers. I sat through nearly 5 hours of the presentation over two days and I was amazed at the new infrastructure around windows 8.1 from mobile, tablet, laptop. PC and Xbox.
