Literally this. From my experience, Guarma was kind of the "wtf, why.." moment of that game to the fans. I absolutely hated it both times through.
Considering Guarma was by far the worst chapter in the game, no... It was rushed filler. Going from complete open world freedom to a very limited space with literal invisible walls was not a great change of pace. Nothing about that chapter felt right. It did not belong.

You're not wrong. Outside of HZD's story, the side quests were meaningless and hardly rewarding. Not to mention the lackluster forgettable cast within those quests(including the main story). The plot is what shined in that game. There were no characters worth "investing" in.
uh no. These cross gen games were in development on the prev gen consoles before the pandemic. Guerilla for example just came out stating "a lot of the development on HFW was done ON the ps4". You're going to say they just jumped back onto the ps4 mid development a year ago? No. Same goes for Miles Morales.
