It will work without Xbox, its a standalone device but its also a windows 10 device and will work hand in hand with other windows 10 devices. I suggest you take your own advice

Okay fine Its 30fps. That doesn't bother me, but what does bother me is when Sony shows me an absolutely gorgeous Uncharted 4 cutscene running at 60fps apparently on PS4 hardware. When asked if that was a pre rendered cutscene, Naughty dog replied they were moving away from using cutscenes in their games and all of this was running in engine. 6 months later there is a significant decrease in detail and the devs are saying they can't get it running past 30fps.

from my understanding HDMI 1.4 can support 4K 30fps while HDMI 2.0 can support 60fps

I sure have, and we've also now seen countless games come out on XB1 after they've been released on PS4. If the developer would reach out to MS they would allow their game on XB1.
