Lol this didn't show why they mattered. It just showed how they make the game look more realistic. I have a gaming PC, but opted to get the game on Wii U for the GamePad controls (which are as deep as AC3 I might add). Great game though. Really doesn't matter what platform you get it on.

Your friend is wrong. Very wrong. Every level is new, but I think the levels your friend is talk about are the ones that make tributes to past Nintendo games, but that's all they do. For example, there's a level that makes a tribute to Mario Kart NES, but the level has you platform accelerating to make it to the flag pole at the end (you're running on pavement that looks like of like a race track, but with enemies and platforms). It becomes a sort of race with more people, but yea...
