He's improving upon this gen greatest game engine - DECIMA. KojiPro wrote FOX ENGINE which was scalable across 4 platforms. There is undeniable talent surrounding Kojima regardless of anyone's thoughts about him or his games.
Sony was right to back him and I think should go one step further and lock him in for good.

I was talking about traditional home consoles, Jaguar came out when PS was on fire, Sega had a decent following and Nintendo was being Nintendo. I think there was even 3DO on the market.

They haven't shown any cities/settlements yet. The closest we got was when HIGGS is interrogating Leah Seydoux (?). The scene when Sam is walking through an abandoned building.
The game is about connecting cities - fair chance we'll see some varied locations.
