It comes with UnrealEd the Editor to make levels and what not. Its a really powerful tool to get your feet wet with making levels that make sense to players.
It also is packed with its visual scripting system Kismet. It is very hard to explain.. But do not get scared because there is 'scripting'. Its very intuitive once you get your feet wet. What did the 360 innovate?
Neither systems have done anything innovative outside of bring better graphic versions of previous titles out.
We always had Third Person/First Person shooters.
No one sure as hell is going to buy it for the ps3. It looks like dog balls compared to UT3/Uncharted/Anything on the ps3.

When the HD-DVD camp was clear about paying Paramount\Dreamworks off. Warner was asked about it, they said no. Their financials will support that when it comes out. Or they would have lied to their investors. Which is a serious crime. Its not Fanboy BS.

But they had to get it working on the 360. It came down to the PS3 installing to the HDD without any loading times. And then the 360 version was working, but you had to run down really long hallways or wait in an elevator while the level 'streamed'
So they removed the feature all together.
