The only reason the losses are down is due to the miserable sales of the 360. Microsoft only shipped 700k new 360s worldwide last quarter. Demand for the 360 is obviously drying up rapidly.
Although on the bright side if quarterly shipments drop to down to zero they will have finally found a way to stop losing money...

GTA IV has turned out to be garbage as anyone can see from the pathetic looking screens. No one cares about a gimped down to Xbox 360 level game.
