Since the iphone is newer than the PSP it would make sense that some of its individual components are faster, but it still can't compete with a machine designed specifically for gaming. Plus the PSP is much cheaper.

Developers aren't allowed to make games that require a hard drive and won't run on the Core model of the 360. It has nothing to do with developer or consumer choices. Except Microsoft's choice when they decided to leave it out.
