The glaring hole in your analogy is that a 200mph car cannot fully use its resources on a public road, yet a game console can go all out 100% of the time and you acess all the power during normal gameplay.
In addition, a 70mph and a 200mph car can look the same and provide a similar driving experience, yet the ps3's graphics look like shit next to the ps4.

System-wide hardware downsampling like on the X1X, instead of at developer's discretion...
