I don't think that is the case, if you read the article Brad Wardell clearly says the PS4 has a better hardware. Here is the quote.

You know this is a dev and not MS, right? People talking about hardware usually are devs and other people from the industry. MS barely talks about XBO hardware.
PS4 seems to be the best choice with the more stable FPS and 1080p. The resolution on XBO is dynamic as it switches between 1920 x 1080 and 1360 x 1080 resolutions in some places
well 900p to 1080p is 44% more pixels, so I don't think they are waiting for that 50% when in fact its already showing.

Its significant on paper but in reality most people can't tell the difference and only online warriors make a big deal out of it.
Why are people mentioning DX12 on this thread. This game doesn't use DX12.

No surprise here we all know the PS4 is the stronger console. This should not come as a surprise to anyone.
The difference is is so little anyway that most people can't tell the difference or don't care.

I doubt it would be 1080p/60FPS with the high end graphics GeoW is known for. Probably 1080/30fps or 900p/60fps.
