Please tell me there's a way to get the FFXV without buying Type-0. The game looks good, but I don't know if I want to drop $60 on an up-port of a PSP game.

Review scores are awful. Trying to objectively rate a work of art is a fruitless endeavor, and discourages people from actually reading the review. Nowadays people just go on Metacritic and say "Oh this got an 80, I'll pass." Review scores need to go.

It's probably in the contract that Microsoft and the TV station signed that the ad has to run for a set time. The promotion ended before that, but they can't cancel it early because the TV station wants to get paid.
I just heard a commercial on the radio about how they needed to sell 100 Nissans by the end of December, on January 9th. This is probably the same scenario.
Prediction: The SP game will be a new IP.

Agreed. Xbox One and Wii U are looking much better than they were pre-2014, but keep in mind Sony isn't being complacent, not one bit.
PS4 has a very strong exclusives lineup in 2015, and as opposed to the competition, still has a lot of cards in their hands they haven't played yet. Sony hasn't dropped the price of the PS4 once yet, and I don't expect them to make it through 2015 still at $399.

Even with the 3DS having a sparse lineup this year, buying games for 4 different platforms gets expensive.

It's a new IP, it has to be. Tearaway PS4 has already been announced, and LBP is in Sumo Digital's hands. Can't wait. PS4's 2015 is looking fantastic, and 2016 is showing promise already.
