Considering you get a download code for the maps to play with the Reach disk it kinda is a map pack....that comes with a full campaign.

He clearly never said you needed Reach to play the new maps. He said they were playable on Reach, which is true. You get a download token for the Halo:CA maps so you can play them with the Reach disk for the "full" multiplayer experience.
As someone who also picked up D2 this year I recommend beating the game on normal in single player first. This is to get how the game game plays and where the quests are.
Online is great. I think D2 is the best game to play with randoms. There's always a few bad cookies but nothing wide spread. I was a decade late but felt very welcomed. You can always find free loot that is leagues better than what you have found.
