They tried to win over Japan with the 360 and failed. They focus on the US because they know that most people in Asia and Europe don't care about Xbox.
Sure, just like it was game over for the PS2 when the Xbox came out...oh wait. Scorpios target audiences are Xbox diehards and graphics whores who don't want to spend money on a gaming PC. That's a very small minority. The Scorpio will boost sales but don't expect anything major. Also, keep in mind that Playstation is a bigger brand than Xbox. Asia won't touch this thing and Europe is Playstation dominated. Hell, it doens't even have a price yet. If this console is over 4...

If you want to play games on ultra you can get a GTX 1060 or RX 480 for $250. A $600+ GPU will give you 4k, high/ultra and ~60FPS. An $800 PC will max out everything you throw at it. $1400 - $3000 is overkill.
I've tried playing Sly Cooper on PS now and it wasn't great at all.
It's not the same approach. MS makes actual PC versions (with better graphics/performance) and releases them along with the Xbox versions. Sony will let you stream older PS4 titles, but that's about it. Don't expect games like God Of War or The Last of Us 2 to hit day 1 on PS now. Keep in mind that streaming a game is much worse than running it directly off your hardware.
