I'm not talking about the publishing side, I'm talking about the Summer of Arcade selection process. In the past, this promotion has been used to boost attention for high-quality XBLA titles from everyone, with 1 or 2 Microsoft titles in the mix.
This year Microsoft just decided it wanted all the cash for itself.

Because Microsoft used Summer of Arcade basically to only promote Microsoft published XBLA titles this year. They took a page from Nintendo's third-party killing book and listened to the cash register sounds in their head instead.

These are absolutely not "just like NPD numbers".
If I ask 10 guys on the street something, and then extrapolate that data out for 1,500 people, it's nowhere near as accurate as if I poll 1,250 people, and then extrapolate out the last 250 people.

The amount of revenue that Europe brings in for their titles is likely less money than Atlus would spend opening a branch there or paying the extra money to license titles for the region.
So, because your European brethren aren't buying enough copies, you are forced to rely on a 3rd party to come in and pay for the game.
