in most cases devs have to dumb down the graphics,not because of cpu,but because of gpu.

so in short cpu doesnt matter as long as its decent.

hd 7970 itself is around 500$.and hardly i think even after its 4 tflops of power, that it will outperform the next gen consoles by more than 4-6 frames per second because there has never been any,i mean any game which took advantage of more than 40 % power of a random pc setup.
if anything,you can expect to run a game similarly on hd 7970 to ps4.
so a pc which will perform closely to ps4 will cost y...
