Maybe where you live but where most of the game companies get there money no. Most have broadband speeds of 8 Meg and lower on average. Look at Australia and new Zealand the poor bastards. Even america has an average of 4.4 Meg. UK getting closer to 7 Meg average now but still not fast enough.

So maybe we will see new GTA this gen but don't presume it will be gta V.
These figures are inaccurate. They can only have information of games downloaded from public torrents. As I doubt they are members of every private torrent site.
Second of all file server site like megaupload FS wupload have become more popular among the community than torrents and I really doubt they can get figures of file sites. The uploader is the only one who knowns how many times the file has been downloaded.

it can not be possible to be one the level of Ps3. 360 has hdmi 1.2 on all units even slims this has less than half the bandwidth of hdmi 1.3/1.4 that 3d needs.

This would cost a lot and also would a waste of money you do not need more than 4gb in console because console simply don't have so much running in background like a PC. Not mention made specially for two or configs not millions and millions.

If they gave us something like SA as send for GTA 3 series then it would make perfect sense to release a big game like that for GTA 4 series around next year.
then in 2ish years there could be new consoles. Then as they did this gen wait two years for the next gen to kick of and bring out GTA 5. That would give us the 4 years wait between GTA SA to GTA 4.
