Because it's alot easier to port from a PC architecture to the 360's near identical architecture.
Trying to port from PC to 360 to PS3 (Not exactly known for ease of development) is asking for fail. By doing PC to PS3 then PC to 360 produces identical or near identical results since the dev can get the PS3's architecture done first, followed by an easier to port PC to 360.
