That reason is it was gimped to kingdom come. Last gen consoles atleast had powerful hardware at their time of release. This gen hasn't offered anything next gen. And please for the love of God done give me last gen linier corridore games as an example.

Phsyx is a Nvidia propriatry so some legal fandango would need to be done first, then some extra coding to move the processes onto the CPU instead of the GPU.

When it comes to multiplatforms it seems consoles get no optimisation either. Its not as if this game ran well on consoles. Just the PC community dropped it like a hot potato.
