If you own the disc or digital version you have to download the BC version for free. If you don't already own it you can buy it in the live marketplace.

If this turns out to be true it could only be be because Sony believe themselves the Apple of consoles because of the runaway success of the ps4. I think it would be them trying to capitalize on that success because they believe/know their fanbase will lap it up much like die hard iPhone fans.
