I hope not: TLoU deserves better than a prequel. Heck, it can do much better than a prequel. Its story, its theme, its setting allows for a lot of creative ways to explore it. A prequel would be just lazy thinking.

I can't afford another console this year - heck, even my ps4 was bought with some hardship already. So this technical disparity, should it really happens, sounds very unfair to me. Here where I live, a single ps4 (if bought in black market, where is cheaper) costs something around $1200 when the currency is converted into dolar, so yeah, that's blooding expensive. The hell it doesn't! Resident Evil was born in the horror genre, was recognized and loved in the horror genre and fell from grace when it left horror behind. Resident Evill absolutely needs horror to thrive and in order to do that, it must return to its roots.
