It can be used well and it can be used badly. I certainly wouldn't want it in every game but if it fits with the story I'm not against it.
You can't lower the power gap because you can't change the hardware. You can optimize the hell out of your code but you can't change the actual limits of the hardware.

Power isn't what makes a system good. The PS2 was the weakest system of that generation but it's the best selling console of all time.

No, playing at 30hz is not better than 60hz.
Under 80 is too low for me. 60 is the bare minimum of playability.

No it still uses Jaguar cores, been though they were highly modified. A true successor will need Ryzen cores.

Highly unlikely. I'm sure gaming will be good but you can't top an actual computer in terms of productivity. Also the Jaguar cores will hold the system back

I hope they hit 60hz at a lower resolution. 30hz or unlocked isn't really good for this kind of game.
