It's a Nintendo first party game. You're going to end up waiting for a very long time. First party games rarely, if ever go on sale.

It probably just means that Bayonetta 1 uses more pre rendered cutscenes. Check out the differences in file sizes between FFXIII and FFXIII-2 and you'll see how much of a difference in size it makes.
