Thats my understanding of it too. It can be used to stream pre rendered things, but to compute in real time, remotely to your console is laughable to me. If possible, it would still lack the infrastructure to be widely used enough for mass audience.
It's a pipedream at best. It can be used for cutscenes sans QTE, but for gameplay or multiplayer matches, no.

Its a huge deal for those who play thru 3 or 4 games a month for 17 bucks.
