Because people buy new hardware to play new games. And the tiny population using it is so negligible that even Ms itself goes bragging about how "backward" it was.
But loosing all the important races such sales/scores/games, one must brag about the only insignificant thing he was forced to implement - due to poor sales - expecting it will change the trend and it surely won't
