It’s a tv remote on steroids for multiple applications. I don’t think the programmable features were designed specifically for handicapped people, but could be very useful for disabilities we can’t imagine as we don’t have. Someone I once knew, broken neck paralysis shoulders down. He could interact with a ipad by wearing a glove with a pencil strapped to it. The eraser end of the pencil acted like a finger on the screen. A handheld controller or typical remote would have been impossible

This was true for me. My psn id was banned in 2011. Sony changes your psn id to your psn account. The only thing I lost was the trophies linked to my old account. Fortunately Sony fixed that last summer and synced my trophies from my banned id to my new id
He might mean it should have been on the vita where the original base and on the platform it was originally announced for. I played gr1 through on the vita. I passed on gr2
