It was more of a Niche game before 3 came out and changed the industry. I had GTA, GTA London, GTA 2 on Dreamcast and played them for a long time.
GTA 3 just exponentially upped the fun factor and took them to the mainstream. It was a true console seller.

If you mean digital titles then yes, Microsoft/Sony both have DRM on those.
