That comment isn't saying "they shouldn't have made it", it's lamenting the fact that a Western studio made a game like this about Japan before Japan themselves did. As in "why haven't we done this, to this level of care and quality". He then laments how shallow a lot of game development can be there, how studios tend to care more about a character...

About the only R&C game that has EVER disappointed me is All 4 One, and that was an outlier. And even then, it's not a BAD game. Insomniac's worst performance has been "ok", they're a stellar studio.
