According to Insomniac, MS isn't interested in SSO 2 and other publishers are reluctant to publish SSO 2 when they can't touch SSO 1. Turns out that MS's deal to publish SSO 1 was a "lifetime" deal so even though Insomniac owns the IP, they don't own the publishing/distribution rights to their first game.
They pulled that same thing with Tales of Vesperia back in the day.
