That's WHY they're not doing one this year. Personally, I loved the format but most folks didn't so they're just opting to skip it if they can't do something to meet expectations.
Unannounced doesn't necessarily mean they're gonna have something to show within a set time frame. They seem to be trying to hold off on showing games without something substantive to show given the press absolutely reams them unless they can show live gameplay and/or a release date for some reason.

Absolutely nowhere did they say it's only for Free to Play titles. They said they're starting with one to see what all they'll need to adjust as they open the platform for more titles in the future.

Speaking historically, however, the majority of the Reboot Trilogy's sales have come from PlayStation. When you lose a good chunk of that to another AAA title that launched just before yours, that WILL hurt.
Especially your pride after you go out of your way to announce you're not worried about said game.
The reality is Pete Hines confirmed that it wasn't JUST Sony's stance on Cross Play that made them pass on it for now.
Also reality: Todd Howard explicitly blamed Sony entirely, citing them as THE reason it wasn't going forward. It was utter nonsense, as nothing stopped them doing it for the Xbox, or even with the PS4 and PC, but he still made the claim. And now his boss is saying "no, it's not just that".

Sure, they WANT that, but that wouldn't stop implementation on other platforms.
Why would that have depended on this though? That's the thing, Bethesda could easily do that with all other platforms and Playstation/PC like the norm. They only suggested Sony might somehow prevent that to take the focus off their own PR issues at the time.
I think they're also looking toward the next gen where it will be beneficial given they start with a blank slate again. Same reason they're likely to have BC with PS4 games there.
I personally still don't care but at least those who do can get what they want now. :)

Racers and RPGs are fundamentally different types of games, my guy, and MUCH harder to pull off well. That's a literal apples to oranges comparison.

Odds are they had to choose only one and opted for the most popular, which was VII. As opposed to the best, which is IX.
