Although Japan is getting a price drop, that doesn't automatically mean that the US and EU regions will also receive one. Sony may have just done it in Japan to encourage gamers to build up the PS4 install base in their home country.
Sony may be feeling confident with their marketing deals going into the holidays in US and UK, and leave it to discounts from retailers rather than an official price drop.
Dragon Quest and Minecraft in the same game sounds like it will appeal to a lot of Japanese gamers.
