It will depend on whether the game is published by mainstream game publisher or if is published by the gamer. If the game is published by a multibillion dollar publisher then yes the PC version would be held back by the console. In contrast if the game was published by the gamer (early access/kickstarter) then no the PC game will not be held back by console.
True, but this time the consoles are on par to an OEM PC or 2011 gaming PC. So with that said more games will be made with PC gaming in mind. Kickstarter/early access titles would be unable to scale down the PC version due to the gamer published the game.
It depends on the game developer and also the behind the scenes financial deals with console corporations. What this means is if the game is multiplatform and game developers find out their game cannot run on a console, then the game developer is forced to scale down the game even the PC version as far as game content is concerned. The monkey wrench in all of this is early access/kickstarter for these two programs; gamers are the publisher of the game.

Second, the only reason why SOME gamers are ok with microtransanctions on $60.00 games is because we are talking about the most popular, famous, highly rated, etc type of games. For example Gran Turismo 6, Forza Horizon, Dead Space 3,etc. Not new ips or unknown ips.....

Not only that how is it possible that Amazon is allowed to sell Console Games dirt cheap like say Witcher 3 for $30.00. Damn, I was hoping for a survival horror game. Also the game sounds like being there done that. Another apocalyptic game.
