It's Hangar 13's fault. They are a new studio full of SJWs and it's founded by a former employee of Lucas Arts games.
I doubt it will be a NX exclusive unless it's just a NX console exclusive. Ubisoft is releasing the 1st one for free on PC so I assume the 2nd one will at least be on PC as well.
A new studio taking over the franchise filled with SJWs aren't the ingredients of a GOTY.
There is nothing exciting about Mafia 3. They alienated their fanbase and gave a sequel to some new startup studio. The game is SJW trash (and the main writers are SJW trash that will push their agenda).

I hope not. I'm not a fan of open world games that have the same repetitive missions with chapters missing from the game.
