They ported an old game with some new levels and then put him in as a playable character for a mediocre game called Bulletstorm. At this point they need to sell the IP to someone who will actually do something with the franchise because Gearbox doesn't know what they're doing.
It's the continuation of a trend (remastering old games instead of making new ones; like a new Crash Bandicoot). The only thing that saves this is it's not a game from last gen being remastered.
PS1 version looks better (and sounds better).
