Offloading assets to the Cloud is just a last resort, because the static hardware can't keep up with the needs to create greater experiences. MMO's and MP games specifically is fine for this, because the nature of those games is being connected and interacting with other people.
If you start putting Internet requirements on SP games, then all you have is a worthless license whenever the internet is down, or the service itself no longer exists.

Just imagine your favorite single player games, but with an always online requirement. That's how Cloud Gaming is going to be, instead of just playing a fully digital title locally due to the hardware inside. That's not to mention what happens on screen, is not what the server is seeing.
This is just MS's way of making up for weaker hardware, and to a lesser extent, Sony.

Storytelling is important to keep you playing as well, besides adding gameplay elements. MP games usually makes players create their own stories, which is why they can bypass this.

As long as they just remaster the game, without D3filing the art style or something else. Maybe a few bug fixes that i know it had, and then there's the question of Single Player. I'm kinda 50 / 50 on the chance, that they would remove it in a remastered version.
I completed Fallout 3 and NV, but i would be lying if i said, that i didn't force myself to do it. I've always been more into settings like Morrowind, but Fallout really just gives me that empty feeling when playing.
I'm very, very rarely touching games like this and Witcher 3 twice, because i just can't be bothered going through all of the filler again. The latter had its own issues as well, which is why i don't play through some franchises anymore.
