I belive it was a troll award. They did the same with RDR2, which won the labor of love award and that game hasn't been updated in years. It was actually very entertaining seeing Bethesda almost immediately post the award and thanking fans. However given their recent response to reviews on steam, I would say they are desperate for some good news, even if they are being trolled.
