Since they obviously have the resources to port any game they want, it comes down to sales expectations of why they won't port to PC just yet. Whether you want it or not, piracy is an issue that Japanese developers are very sensitive to.
This, honestly, every "build article" I see tends to skip stuff like this in order to claim something that's simply not true
Crowdfunded games dissapoint because they rarely get finished.

Yes, I only end up buying full retail games on consoles. I've never spent more than $10 on any PC game ever.

I'm not saying it compares to many PS4 titles, but the some of the material and skin rendering could not have been done on PS3.
I played the game and felt it was worth the price for what I got to be honest. I guess it does very per individual.
How old were you when the PS3 and 360 came out? I'm asking this because I felt the same way about those consoles when they came out (and I wasn't really wrong tbh).
It really depends on the developer. Like stated above, even the PS2 handled San Andreas and that was seamless. The fact that Nintendo went from an already- segregated world like the one from TP to something even more segregated such as SS, tells you it was all decisions from the dev.
They were short and showed amazing visual things happening, nowadays they're full of narrative and are very long which can be seen as off-putting.
