Pretty much. Instead of spending money on cultivating their own first party titles, they rather spend it on marketing and reviews. Oh and of course just flat out buying exclusives.

Imagine if they could make a new Knights of the Old Republic game with today's graphics. But until then, no buy from me. The multiplayer, loot box cash grab-fest is not my thing.
For me, Ps4 Pro and PC covers most everything. Next console I buy will be a Switch. Black Friday coming up soon!

This is a weak excuse. IMO it failed because it needed more dev time and the bad press/memes killed it.
Microsoft doesn't get that to have an attractive eco-system, you need to have a variety of games, even if it means taking a loss on some. They always want to hit "home runs" which is a $hitty strategy.
A library doesn't consist solely on Best Sellers.
