Yes, that's exactly what makes PS4 have more TERAFLOPS than the Xbox One X. Even the base model PS4 has better hardware inside than the Xbox One X. Actually, I believe the base model of the PS4 is even more powerful than the PS4 Pro. The more sales it has the better graphics power it has.

Forza 7 is the best looking game currently available. Horizon does look good, but I'd put it behind Gears 4. Uncharted is about on par with Halo 5.

Crytek's games have never run well on consoles. This kind of quote is expected from a "Product Manager" to try and downplay their own performance issues. Good luck trying to build any PC as powerful as the XboxOneX for $500.
