Id say that sounds about right.
Edge are prob the least forgiving reviewer out there, while id say non pro xbox sites like GameInformer are the most forgiving.
If 1 person or a select few are talking sh!t on this game who cares what they think, but when mostly every single reviewer (thats not pro xbox) is saying the EXACT SAME THING and pretty much reviewing the game between a 5 and a 7.5... it makes reviewes like this seem like a complete lie. Its no longer 1 persons opion vs another. We are talking +20 reviews that are negative vs 5 that 3 are pro xbox.

Games that say that about them (kotaku review) dont get anywhere near a 9.5
They should turn this beated dead horse into a zombie.
Im not for racing games either but someone stated exclusively all ms had the rest of the year was cd3 and i was correcting them. Im glad at least ms has Forza in the fall. Many racer fans hold that series in high regard... at least on xbox anyhow. MS if anything does racers justice but many people arent going to pay 499$ to play an amazing racer (highest rated xbox exclusive) a few good, some ok, and many mediocre titles.
They are in a tough spot for next gen. They already have the most powerful console for at least another 1.5 years but then what? The ps5 comes and the onslaught of sony exclusives. Sony wont make the same mistake and take 3 years to start cranking exclusives... no sir you can bet your ass they are cooking them from years ago, as we speak, and so on. Not only does ms need must have xbox only (no pc) games, just as much power as ps5 (or more), cheaper than the ps5 by at least 100$... holy sh!t ...

It doesnt matter if this game is a single A, AA, AAA, AAAA, first party, 2nd party, 3rd party... this game has been paraded by most xbox fans (which it should as its something not found on ps or switch), and most gamers think or know this is a xbox exclusive. What will be said if when Crackdown 3 launches and it as well is not well recieved? It def wont have the excuse "it should have been delayed a bit more". But i do agree, this game needed at least 6 more months of polish but its kind of like what was the budget and how much $$ has already been spent and as important how much faith did the devs have after its initial showing and grossly negative reactions. The real question is, lets pretend this game is a 9.5 metacritic or higher, would this game show up on gamepass for 10$... No i dont think so... Just like recent and upcomming Forza games dont. MS knew damn well sot and sod werent going to be recieved well so wth might as well make some $ instead of no $, which from a business standpoint i do not blame them but this is not their main objective... it cant be.

These scores are looking bad. On the flip side a ms publication gave the game a 9.5, shocker i know.
That evidentally isnt going to happen this gen... and most likely ever.
Its sad too because the xbox brand used to mean something.
And even if 3-5 years from now ms start actually making critically accepted games from fans and reviewers alike, it will be too late...
I will actually be dumb founded if there even is another xbox console next gen instead some gaas device because they way it looks now ms xbox will prob be some app you do...
