This actually makes sense of why MS is using active users instead of hardware sales now.
With a new iteration of a beefier Xbox being released every few years, hardware sales will no long be a good indication of install base anymore because how many of those "100 million" actually own a "Mega", "Ultra" and "regular" Xbox?
Active users will be key.

Even though they have to pay a fee, they would still make cash on each copy sold albeit not as much as they would on their own platforms, but money is money at the end of the day.
All I'm trying to say is that it's not solely about selling as many copies as possible as you are implying or else MS would go the minecraft route.

This is only counter productive if the end game is to sell as many consoles as possible, otherwise it's a win-win for MS like you said as they aren't losing anything by doing this.
