Microsoft are already pushing this, they recently shown Halo 4 being streamed onto a Nokia Phone and a Computer.
I'm 100% positive Sony are working on a way to stream to a smartphone, but of course the main problem is the distinct lack of buttons will require you to have a controller.

Fun fact, Ensemble Studios were working on a Halo MMO before their tragic shutdown, you can look at the concept art online, they are quite pretty and cool.
You don't know the future of the Halo franchise so I'd say 100 plus players in a single match will happen eventually either sooner or later.
