How would you feel if someone you loved died in that attack? Would you still consider other people getting a laugh out of it, or remotely finding enjoyment in it, acceptable and art?
I don't think it is the end. If the players left all together that would be one thing, but simply asking for a solution to population concerns seems reasonable.

Lets use your pen and paper analogy. You are oversimplifying the situation. A better example would be punishing someone who used a pen and paper to draw pictures of him or her shooting their classmates in the heads and then blowing up the school. There is a difference.
