Nintendo 3DS games still sell in Japan. Games like Luigi's Mansion 2 did incredibly well. The 3DS is also still moving at incredible numbers. So portable gaming systems aren't really dying as much as you claim.

They want the kinect to be used for more than that. The main reason why they put one in every box was to make developers more confident about making games for kinect.
